KUALA LUMPUR, 10 October 2026 – The Kuala Lumpur and Selangor Chinese Assembly Hall (KLSCAH) and Engage (The Rakyat in Action!) will jointly host a public discussion, “Equity by Decree? Rethinking Bumiputera Empowerment”, on Monday, 12 October 2026, at 8:00 pm at the Auditorium, KLSCAH. The evening looks for a way out of the “us versus them” and zero-sum game mentality that has long shaped this debate, and toward approaches in which everyone gains.
The panelists are Ibrahim Sani, former CEO of Yayasan Peneraju, and Prof Woo Wing Thye, Visiting Professor at the University of Malaya. Aira Azhari, CEO of IDEAS, will moderate.
The discussion follows the recent controversy over the 30% Bumiputera equity requirement for tuition centres. The requirement dates from a 2006 policy statement. The Ministry of Education announced its abolition on 20 September, after which the Economy Minister said the matter should go to Cabinet, and some quarters have questioned the cancellation. The episode quickly triggered another round of debate steeped in zero-sum game thinking.
The organisers want to use it as a starting point for a better conversation. If the shared goal is genuine Bumiputera empowerment, what approaches work best, what are the alternatives, and how can policy grow the pie instead of dividing it?
The discussion will treat the issue as one of governance and economics, with attention to its effects on students and parents, Bumiputera and non-Bumiputera alike.
