Strategic Information Research and Development Centre (SIRD) and KLSCAH Civil Rights Committee (CRC) jointly organized the launching of DEMOCRACY AT STAKE?: EXAMINING 16 BY-ELECTIONS IN MALAYSIA, 2008-2011, edited by Wong Chin Huat & Soon Li Tsin. We are pleased to have Pak Samad Said to launch the book.

This launch will include a discussion panel on PROSPECT OF CLEAN AND FAIR ELECTION IN GE13 AND ITS IMPLICATION ON DEMOCRACY IN MALAYSIA.

Democracy at Stake? draws together information from 16 by-elections that took place in Malaysia since the 12th General Elections in 2008, in an important assessment of the current health of Malaysia’s electoral system. The chapters have been written by journalists, activists and researchers. Through painstaking data collection and detailed analysis, this volume documents the by-election process and identifies some significant flaws in the electoral system.

Key to parliamentary democracy is the question of legitimacy. If there are clean, fair and free elections, then the government can be confident in the knowledge that it is in power with the backing of the people. When clean, fair and free elections do not take place, this legitimacy is simply not there and the government does not have a mandate to rule.

从308大选至2011年,短短的三年里,我国便经历了16场大大小小的补选。在308后的政治气氛,每一场的补选都被视为是大选前的温度计,探测选民的投票趋向。此外,也有许多公民组织、朝野两党都对这16场补选的成绩进行分析、讨论。

然而,在分析、评论补选之时,人民更关心的是我国是否实行干净与公平的选举?虽然我国实行选举民主制,但并不表示我国已是一个民主国家,更重要的是此选举制度是否公平。

为此,隆雪华堂民权委员会连同策略资讯研究中心举办由黄进发及孙俪心编写的《民主告急?检视2008-2011年16场补选》推介礼及讲座,畅谈干净与公平选举在第十三届大选实行的愿景,及干净与公平选举对大马民主的影响。以下为讲座详情:
