The government\u2019s frequency of making U-turns is causing confusion among the public,\u201d it said.<\/p>\n<div id=\"adComponent\">\n<div class=\"jsx-3162716037 adunit-placeholder\">\n<div id=\"div-gpt-ad-is\" class=\"jsx-3162716037 adUnit\" data-google-query-id=\"CPruyauFvu8CFU2YvAodnnUB6Q\">\n<div id=\"google_ads_iframe_\/6929183\/MK_EN_MOBILE_IP_IS_0__container__\"><span style=\"color: #555555; font-size: 14.4px;\">Furthermore, it was worried about the absence of a strict guideline for district health officers when reviewing appeals for SOP fines.<\/span><\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>District health officers have been tasked with utilising their\u00a0<a href=\"https:\/\/www.malaysiakini.com\/news\/566371\" target=\"_blank\" rel=\"noopener noreferrer\">discretion<\/a>\u00a0to make decisions when individuals appeal for a lower fine.<\/p>\n<p class=\"\">\u201cWe are concerned that the culture of abuse and abuse of power among public officials will become more rampant in the absence of consistent enforcement procedures,\u201d it said.<\/p>\n<p>The KLSCAH thus proposed that Putrajaya utilise an online database to identify first-time SOP violators from repeat offenders to help it impose compounds fairly.<\/p>\n<p>It also suggested an \u201cAppeals Guideline\u201d for both law enforcers and violators.<\/p>\n<p>\u201cThis will help prevent district health officers from imposing arbitrary compounds,\u201d it said.<\/p>\n<p>On March 11, the maximum penalty for Covid-19 SOP violations was raised from RM1,000 to\u00a0<a href=\"https:\/\/www.malaysiakini.com\/news\/564394\" target=\"_blank\" rel=\"noopener noreferrer\">RM10,000<\/a>\u00a0for individuals. Companies can now be fined up to RM50,000.<\/p>\n<p class=\"\">Following backlash over the exorbitant amounts and an admission that the police had\u00a0<a href=\"https:\/\/www.malaysiakini.com\/news\/566190\" target=\"_blank\" rel=\"noopener noreferrer\">no choice<\/a>\u00a0but to issue the maximum fine, Putrajaya said individuals could \u201cappeal\u201d to district health officers for a lesser fine.<\/p>\n<p class=\"\">Earlier this week, Putrajaya decided to\u00a0<a href=\"https:\/\/www.malaysiakini.com\/news\/566947\" target=\"_blank\" rel=\"noopener noreferrer\">reduce<\/a>\u00a0the fine for first-time SOP violations to RM1,500.<\/p>\n<p class=\"\">It also introduced a tiered system where violations are categorised as either normal, moderate or severe based on the risk posed by the offence.<\/p>\n<p>Violators can now qualify for discounts if they settle their fines within two weeks or belong to a specific group.<\/p>\n<p class=\"\">KLSCAH\u2019s proposal was part of its memorandum to the National Security Council expressing its opposition to the reviewed fine quantums.<\/p>\n<p>The memorandum was signed by 64 other NGOs and associations.<\/p>\n<p>These included Dong Zong, Jiao Zong, Universiti of Malaya Association of New Youth and Pusat Komas.<\/p>\n<p>NSC director-general Mohd Rabin Basir accepted the document on behalf of the council.<\/p>\n<p>Retrieved from Malaysiakini<br \/>\n<a href=\"https:\/\/m.malaysiakini.com\/news\/567293\">https:\/\/m.malaysiakini.com\/news\/567293<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Kuala Lumpur and Selangor Chinese Assembly Hall (KLSCAH) has urged the government to strictly regulate how fines for standard operating procedure (SOP) violations can be imposed and reviewed.
